Yes, this is possible with INCOMPLETION LOG functionality.  Assign the WBS field to Item category incompletion log. System will automatically give error or warning message based on your configuration of Incompletion log.

This is one way of validating using Configuration. Alternatively you can also use MV45AFZZ user exit to validate the content of field
