DQM and Bapi_Bupa_create_from_data in interface does not work

Hi experts!
We have a SAP CRM 7.0 System connected with a SAP BO DQM/ FLDQ 440_740, the CRM is the leading System for Business Partner data. On the CRM System are different vendor Systems connected which supply and updated the CRM through Interfaces with BP data (create and update). Therefore we use the FM Bapi_Bupa_create_from_data to create the BP in CRM. The FM will call the Badi's Address_search, check and update in the Commit Statement. The Badis Feeds data to DQM but if the Quality of data is not correct and can not validate the FM create BP without addresses! This behavior is not acceptable and we dont know what is to do!? We would expect that the System is creating a BP with address in ADRC with "Check Status" blank but total without doesn't make sence! Has someone anny ideas? Cheers
